Each year, the City performs street maintenance on various segments of the City's street system to extend the life of those streets to the maximum extent possible. These maintenance activities can include crack sealing, sealcoating, and bituminous overlays.
Eventually, streets age to a point that can no longer be corrected through minor maintenance and are subject to more extensive work. This work can include a partial or full-depth mill & overlay or complete reconstruction.
The 2009 Street Improvements project includes a full-depth mill & overlay in the following portions of Highland Ponds 1st and 2nd and Huntington Estates 3rd Additions:
- 132nd Street from Alabama Avenue to the west end
- 134th Street from Alabama Avenue to the east end
- Alabama Avenue from 133rd Street to the north end
- Alabama Avenue (cul-de-sac) from Alabama Avenue to the east end
- Brunswick Avenue from 133rd Street to the north end
- Zarthan Avenue form 135th Street to Alabama Avenue
- Zarthan Circle from 134th Street to the north end
Stormwater system improvement projects are selected based on the City's Water Resources Management Plan and investigations by staff. They are addressed on a priority basis and as funding becomes available. The 2009 project focuses on stabilizing the following three ravines:
- Utica Avenue ravine from Utica Avenue east a distance of 300 feet (design in 2009 and construction in 2010)
- 133rd Street ravine from the storm structure outfall east a distance of 100 feet
- Vernon/Yosemite ravine from the storm structure outfall north a distance of 350 feet
In order to improve access and circulation to the City Hall campus area, the City is proposing to extend Dakota Avenue and 130th Street in 2010. These improvements will also improve access to the proposed new fire station to be located near the northeast corner of CSAH 16 (McColl Drive) and CSAH 27 (Dakota Avenue) McQuiston Court/Dakota Avenue Feasibility Study
The City of Savage is constructing a new fire station near the northeast corner of CSAH 16 (McColl Drive) and CSAH 27 (Dakota Avenue). The site is located west of the Savage Post Office. The fire station will be provided access from a series of new roadways that are currently under study by City staff.
An original feasibility report for the Hamilton of Savage Street and Utility Improvements was prepared in 1998; at that time, a six-year implementation phasing plan was developed. A portion of the proposed improvements were constructed through past City projects. Before proceeding with the next phase of the improvements, an updated feasibility report is needed. In addition to updated project cost and funding information, the phases need to be re-evaluated and additional phases may need to be added. The specific project area to be included in the updated report are:
- Ottawa Avenue from 126th Street to 129th Street
- Natchez Avenue from 126th Street to 128th Street
- Monterey Avenue form 126th Street to 128th Street
- Lynn Avenue from 125th Street to McColl Drive
- Kipling Avenue from 126th Street to 127th Street
- Joppa Avenue from 126th Street to 127th Street
- Glenhurst Avenue from 124th Street to 126th Street
- 126th Street from Ottawa Avenue to Glenhurst Avenue
- 127th Street from Lynn Avenue to Joppa Avenue
- 128th Street from Warren Butler Park to Lynn Avenue
- 129th Street from Ottawa Avenue to Lynn Avenue

Preserve Trail Pond is located on the north side of Preserve Trail and west of Eagle Creek Parkway. In the last few years, the outlet control structure and the pond seal have failed causing the pond to lose water. Most of the water lost was seeping through the pond bottom and sidewall. This project modified the pond such that it again retains water and eliminates the erosion into the downstream wetland.
2010 Construction
The City of Savage, in cooperation with Scott County and the Minnesota Department of Transportation (Mn/DOT), is making improvements on Hwy 13, including interchange improvements at Highways 101 and 13.
Mn/DOT has recently decided to accelerate the Savage interchange project at Highways 101 and 13 to the year 2010 using ARRA dollars. Learn more about Minnesota Transportation ARRA projects.
In order to utilize the funding, the project will be a Design-Build project (rather than our more typical Design-Bid-Build project). Learn more about the Design-Build process.
Throughout the spring/summer of 2009, Mn/DOT investigated the soil conditions in the project area. Due to the cost and risks of removing the organic material, Mn/DOT is proposing to construct a longer bridge, which can be seen in the following documents:

Highway 13 Improvements Map
Scott County is planning improvements to the intersection by installing a roundabout in 2010. More information.
The Quentin Avenue project will include the following:
- realignment of the Quentin Avenue intersection to a new location approximately 125 feet to the west
- realignment of Quentin Avenue between 125th Street and Highway 13
- construction of a frontage road beginning at the new Quentin Avenue intersection and extending north then east, parallel to the railroad tracks, terminating at Lynn Avenue north of Silgan Containers
- railroad track construction northwest of Quentin Avenue/Highway 13
- realignment of 123rd Street between Quentin Avenue and Princeton Avenue
- new crossings of the Credit River at realigned 123rd Street and the north frontage road.
Intersection improvements at TH 13 and Quentin Avenue will include reconstruction and lengthening of left-turn lanes on TH 13 in both directions and development of a truck acceleration lane from Quentin Avenue to westbound Highway 13. Also, included in this project will be the full and partial closure of access from local streets to Highway 13.
